Each district sets its own parameters for compiling a docket of legislation to be debated by students at the district tournament. Each district is invited to submit up to two items of legislation, preferably one bill and one resolution, for consideration in the National Tournament docket. This legislation is blind-reviewed by a committee that selects legislation from among a variety of geographic areas for debate, along with final session legislation provided by senior fellows with the Stennis Center for Public Service Leadership. The National Tournament docket is released by May 10 of each year.
